Basically what this update entails is information about the new ACL (Access Level Control) that will replace the old standard "user" management system in the old 1.0x and 1.5x Joomla code with this new "member" management system instead.
While the current revision is rough around the edges, it does point to where things are going in the very near future.
The New "member" management system will not only include advanced access control but will also expand the member profile system with optional additional plugin details.
This will allow for a pluggable member profile system where components can add extra fields to member profiles; and where you will also be able to assign more than one group access level to a single member account.
